I think what you may be referring to is crux. It was said in an interview with someone from bungie (i don't have the link anymore) that the raid tracked which characters had received glowhoo. He went on to state that if the Guardian you were on had not received Glowhoo Crux would not drop. But ive seen people say that got it on their first hard mode, although they never provided proof.
