I think the thrall burst is meant to be a literal crowd control perk.
Firing into crowds of enemies.
Problem is, large crowds that would make this perk shine don't really exist in this game.

Ice breaker is far superior. Explosions chain to where if one is killed it explodes, if that explosion kills one that one also explodes, and so on. I've had the game drop massive frame rates with an ice breaker. Victims spontaniously explode > firefly > cursebringer.
