Yes, i recognize the need for fusion rifle adjustment. However it would be a fallacy for Bungie to look at making the shotgun even less useful in PVE, and negatively impact ammo conservation in the fusion rifle in PVE and say "Our work is done here." People will STILL complain because specials are just DESIGNED to be more powerful than primaries. It's why they have rarer ammo in PVE. And personally, rarer ammo is the solution in PVP. It's harder to get those OP kills with specials when you have an empty mag.
