Gamblers fallacy is the idea that previous results influence future results in a system that is truly random. For example if I flip a coin 10 times and it comes up heads ten times, the chances of it coming up heads next flip remain 50/50. It is not "time" for tails to come up and heads is not "on a roll". Again, this assumes a situation that is purely random.
My point is that clustering on this scale is a significant indicator that the system is not purely random. Or at least, it is not a well designed random number generator as indicated by the constant repeats of the same item over short intervals.

Just because the rolls came out this way doesn't mean is not purely random its entirely possible that sunbreakers could have been in his inventory every week since week 1 and it still be completely random.
