It's on the loot table Xur can sell. He will sell it again at some point.

That being said it will be sold again possible only once a year, for newer players that fill in shoes of older players that lost interest. People forget this game has a huge churn rate.

Yeah people found out what he could potentially sell a long time ago by manipulating the clock/calendar on their systems. Since it's been sold before it can be sold again. People were on and on about IB never being sold again and even dared to post that Bungie said they would never sell it. Then last Friday happened. Only the bounty/PS4 exclusive and raid exotics are not in his table.

Won't happen I've tried. Also... You do realize that the loot table can be really easily updated - items added or deleted as bungie sees fit. Remember jackolaterns and flight of shadows? Poof added like that *snap* to his loot table
