I actually just posted a comment in another thread about this:
All they need to do is implement a 3 tier system - Keep the normal and hard modes at standard levels and loot for that raid. Then add a 3rd tier "Darkness Mode" or something - Basically, each raid (and hopefully strikes too!) will have this new darkness mode that will increase the loot and level straight to the cap - Then, with each new increase to the cap, the Darkness mode will upgrade each Raid to the lvl cap
This will allow them to keep their current system of normal and hard mode offering their normal loot drops - This keeps the progression of doing raids there for people as they level and for the story - But implementing the Darkness Mode for each raid gives the upgraded values and difficulty
Prime example is WoWs heroic raids keep the level at the cap WITH a mix of SWTOR "operations" where they have 3 modes. This becomes a win win for everyone
And to the other comment I saw about too much to do, well, many MMO's have too much to do - you're not really supposed to be able to complete all weekly content every week (on a normal schedule, excluding hardcore gamers) - or at least a game shouldnt be small enough to do it - I remember RIFT had many options with some of the Harder Raids taking hours upon hours to do if you could even do them. This would help Bungie in the long run by giving more options for everything in the game
Tl; Dr - Offer a 3rd mode, "Darkness Mode" that always offers each raid at the new level cap with new lvl cap gear while keeping the original modes at their current state- Other MMO's Do it - And too much content to complete in one week is by far NOT a bad thing at all

Glad this comment got bumped again. Basically exactly in line with what I've been suggesting, although I think it would be necessary to either lock out the "Darkness mode" to non-DLC players directly, or make it only accessible by gaining a certain loot drop out of the latest raid. This way players are still motivated to go and complete the latest raid before just going back to grind their favorite old one.

I mean, you COULD add it so that VoG has this mode, but that would require much more work on Bungies part, therefore making it less likely to happen. Its the same issue with the whole DLC Nightfalls where non-dlc gets locked out - creating a separate mode for Non-DLC only users willl make things too complicated And when I say win-win, its more like win-win-win - 1. DLC users get access to more content, tougher modes, better loot etc. 2. Non DLC STILL have access to the normal and hard modes 3. Bungie gets the biggest benefit - Adding onto/modifying an existing system to give players ALOT more content, without actually creating new content lol - thus, many issues are dealt with (loot, content, difficulty) and makes players play alot more

Thank you for actually mentioning that part of the goal is that all content should not be possible within the week. If people actually support the idea that they WANT to be able to clear 100% of activities, then do they not realize that they are passively asking Bungie to continue to cut or restrict diversity and content??

yeah i know - thats whats been getting me for a while - this isnt a close-ended game - its open ended - meaning it never ends lol - and Open ended games should have enough content in ALL aspects, pvp, pve, group content that you shouldnt be able to finish everything in a given week (excluding hardcore players playing 18hr sessions lol) and if they could incorporate unique rewards or different bounties that do different things, everyone will have a different experience

well not so much for the raid - i just meant that this new mode will always be at the current level cap - I called it darkness mode instead of Normal/Hard/Nightmare mode etc. but yeah a nightfall raid would be fun to see eventually - ultimate challenge
