They're nerfing it (slightly) because it's still just a little too good. Just the other day I was able to pop 3 people attacking me on a single magazine over at C point on Blind Watch because of the increasing damage and healing on kills. I'd like it better if it worked the way the description says honestly, where each BULLET (not kill) has a chance to restore health, as in a chunk of it (relative to the damage done maybe?) not automatically bump you back up to full health. Currently it functions as a strictly better Red Death.

Currently it functions as a strictly better Red Death.[/quote] Bungie continues to ignore this with each and every weapon tweak. Sometimes I wish we could slap a dev! Before they reduce the weapons efficiency they need to make it work the way it's skills are described. They are the ones who wrote the skill descriptions are they not? Instead of fixing core issues they "quick fix" by reducing damage. Here is another perfect example. The Vex Mythoclast! It fires like an auto rifle, yet the timeless Mythoclast skill describes it more like a traditional scout rifle firing one round per trigger squeeze. As long as our community continues to whine and cry like a baby missing the tit, Bungie will continue to ignore core mechanics for quick fixes. I believe that if we give real critical evaluations and suggestions that perhaps they would take us more seriously. I have attempted to do just this, but with all of the crying on the forums with no real feedback my posts continue to fall to the pits of nothingness within the forum.

I think they need to bring it back to its former damage and make it one shot per trigger squeeze instead of full auto. Most players won't use a scout unless it has the full auto perk. The added difficulty of squeezing the trigger to fire each shot while aiming instead if holding it down deters them from this. In PVE they are fine as enemy movement is predictable, but in PVP you typically only see skilled players using scouts or hand cannons.
