It's because the people who are IB level 30 are, in the raid level 30s eyes, the younger brother who went whining to mommy and daddy because big bro got a piece of candy that he didn't.
And I think this view is reasonable. People cried on the forums about lvl 30 being RNG and Bungie, being the oh so responsible parents that they are, decided to give in to the whines of the little babies and give them the piece of candy too.

Flipping a coin to decide who gets candy IS unfair, how about I give you the chance to earn your candy as well, if you do enough work then you can buy some from me." When you look at it this way they both earned their candy, one from putting in time through the raid and maybe getting it first go (I got two raid pieces an exotic weapon and aetheons epilogue on my first run through, but that's it, meaning I bought my boots from IB as screw running raids over and over and I had an exotic helmet from Xur) and the other from putting time in to earn tokens to buy an equivalent piece.
