Im not asking for the times that every public event happens. What i need to know if if they happen often. Would they happen about every 15 minutes or so? For example would on be at 4:00 and the next at 4:15 and so on? I know this is all worded bad but im not sure how to explain this question. Basically are they garenteed happen at set times?
