Shoot to Loot should pick up ammo crates.

I know it's a little bit late for feedback from the Beta, but while a lot of the bugs I ran into/design concerns have been brought addressed by others, I do have a couple that I didn't see mentioned anywhere else. This is the first one. The upgrade "Shoot to Loot" is one that I found on a couple sniper rifles (though I'm sure other weapon types will have it as well) that allows for any type of ammo pickups to be collected just by shooting it. In theory, this is a really interesting and fun upgrade- it allows you to restock your ammo without putting yourself in the line of fire while sprinting to the nearest available ammo. However, it suffers from a fatal flaw: what is referred to as "pickups" is only the small, consumable ammo refills dropped from enemies. For non-competitive modes, in which small ammo pickups are dropped frequently from NPC enemies, this works just fine. However, Shoot to Loot is nearly useless in the Crucible because it applies only to dropped ammo refills and not to the ammo crates scattered throughout the maps. It is fairly rare that any enemies in the Crucible should drop ammo refills- I only recall seeing them dropped when the enemy died with heavy ammo in their possession- and in the fast pace of Destiny's PvP, stopping to search the ground under the defeated player for the small refills is a recipe for getting blindsided. Furthermore, the only other way ammo refills appear on a Crucible map is if you are within close range to the ammo crate when it is collected by an ally player. I like that mechanic, but it conflicts with Shoot to Loot's primary purpose- to collect ammo at range. If you are at range, no ammo will drop for you. Nothing to pick up. The simple solution? Allow "Shoot to Loot" to pick up ammo from crates as well as ammo refills. The sight lines on ammo crates seem to be created such that people can't just sit in the best sniping spot in the map with a clear view of the crate and the surrounding area; snipers will have to get off their perch to get a shot on the crate, but they won't have to run into the thick of the fighting either. Making this change will fulfill the potential of Shoot to Loot, making it a useful and effective tool in the Crucible.
