Yes! In addition to raising the critical hit multiplier! It may have just been the early game ones that weren't so good, but 2 head shots to kill a weak mob is kinda lackluster. :( By no means should they throw it through the roof, but making it strong enough to reward you for a nice head shot to a simple dreg or vandal would be sufficient!
