Im guessing future DLC or free content updates. When World of Warcraft was still in development a decade or so ago I remember seeing artwork and renders that didn't make it into the actual game until one, two, even three expansions later. It's not a new practice at all. Its just something a large portion of this generation of gamers isnt accustomed to.
