Sony has stated that Party Chat Feature will be Free to All. No Ps+ Required.
Sony has also said that the Friend List Cap will be at 2,000 friends.
And all Apps and Free To Play Games can be used without the need to Ps+.

19 通の返信Lol. Hardly any reason to buy PSN now. It's not like PS have any MP games that are worth playing, all their features are free. Good for people who never wanted PSN I suppose but the service will just be horrible as usual with nobody actually investing any money in it.

16 通の返信So now PS+ is only for MP. That sucks. MP isn't worth $4-5 a month. Give me a [u][i]real[/i][/u] reason to get PS+, Something that makes Xbox live appear like I get less for more.

5 通の返信I just saw that on YouTube a min ago 2,000 friends that's a lot on people, on PS3 I have to delete people that I don't want no more just to get new friends, that's if I have too many friends, that I do.
