I have seen lot HCs, Autos and pulses outclass against scout on pvp. Legendary scouts need buffs like speed or damages. The Jade Rabbit stay where it is, it not need buffs.
I hope 180 rpm scout make improvements.

I think overall, scouts are in a pretty decent place. I tend to use them fairly often, with somewhat aggressive playstyle. They just are not as forgiving as many other weapons in both AA and precision. If you dont hit your shots as precision, you will lose duels in mid range. They are designed to be somewhat inferior to other mid-range weapons when you are inside of those ranges. There are exceptions with perk combinations. Precision scouts are generally the worst to use in PvP, unless you can keep a damage buff active. They have the worst base TTK (unless using something like box breathing). Needing about a 12-15% damage buff to drop the TTK from 1s to .67s. LW scouts are generally my favorite for my play style, because they allow for a little more movement, have great handling natively, and allow you to get in and out of the lane faster than other scouts. These need about a 20% damage buff to shift the TTK to .6s from .9s. Rapid Fire are generally the strongest for mid range encounters, because with little investment, you can get 4 tap kills. But you need to land all 4 crits within a second or you lose out on the PI damage buff. Shifting from a .93s to .7s on initial engagement makes it extremely strong for a weapon with essentially unlimited range on most PvP maps. High Impact frame tend to be slow and clunky, but are the strongest at longer ranges. They still have the trait where the weapon has a bit more accuracy and stability while crouched, which was implemented when the frame was originally introduced in early D2. It was basically to nerf them while playing mobile, where the weapon would perform worse while moving, since they could play like a 150 HC with unlimited range. They have the best native TTK of all scouts, but only a few damage buffs will shift the TTK. Overall, I think you need to evaluate your range markers for other weapons, and understand where they will start to fall off. And what buffs for them will increase their effective range. Like damage perks will essentially extend the range of most lower mid range weapons, which is why PI is so popular on hand cannons. Also, choosing when to get out of the fight and not just stay in it until you are dead is as essential as landing your shots. If you know you do not have first shot, exchange one shot and get out of the engagement.

The problem is that there are very few maps that let the Scout's range advantage actually matter, and even on those maps, there are a bunch of structures to break LoS and let players close the distance (relatively) safely and nullify a Scout's strength. You have to post up on some very specific lines to avoid that and you're asking to get sniped for your trouble if you do. It's Bungie's map design being hostile to Scouts. The gun itself is mostly fine.
