Do any of the accounts have a negative Silver balance? you can see this on the cross-save recap page. If they do, then accounts with a negative Silver balance are not eligible to be included in a cross-save setup. You would need to fix their balance and then likely deactivate and reactivate cross-save to properly include them. Was cross-save already active between your Xbox and PS accounts prior to adding in the Steam and Epic accounts? If it was enabled prior to adding Steam and Epic, then Bungie will need to check on their end as to whether or not your accounts were actually included in your cross-save setup after they were linked. There was (still is?) a bug that would sometimes prevent accounts that are added to an existing cross-save setup from actually being included in the setup. The cross-save linking bug usually shows up like this, where you have cross-save enabled with the accounts that were there from the activation stage having it enabled but all accounts that were added post-activation are left excluded and with their own character data. If Bungie look into it and say that your Steam/Epic accounts are not included in the setup, then unfortunately the fix involves having to deactivate cross-save -> wait 90 days -> reactivate cross-save so the Steam and Epic accounts are there from the initial activation. Bungie won't forcibly include them in your setup and won't offer any time reductions.
