I and many others can't complete the 1st step of the dawning quest because we don't own edge of fate. You can't load into Kepler unless you own the edge of fate and aren't able to deliver the cookie. They need to make it so you can access Kepler without owning the expansion or get rid of this quest step so people without it can progress.
