Hello again, Thank you very much for your response and the video. We are tracking some issues with this quest that may be originating from playing the campaign on multiple characters. We are investigating this issue further. In case you hadn't tried the complete workaround and only tried changing factions, we recommend changing your faction (if the option is available(there's a maximum you can change daily)), abandoning The Territory War Begins quest (if you still have it), and then reacquiring it from the Tharsis Outpost. Sadly, this is the only workaround we have currently.
