I was really surprised by this. And it's basically negated with how abundant special ammo is. I just want weapons to be in the ballpark with each other so that we have a choice.
I don't even mind how viable they are, it's just that Bungie decides to ignore other special frames that have been severely neglected for a long time.
I mean, they even nerfed rocket sidearms in ammo and damage for the exact same reasons just a year or so ago, but rocket pulses are like 10x more versatile due to the state of special ammo in the sandbox they arrived in.
So pretty much what you said – that they don't seem to care about balance.
If they took this time and opportunity to make some garbage weapon frames like Lightweight GLs deal 75% the damage of a full rocket pulse burst, that would drastically shift the meta and desirability for a weapon type that has been undesirable since Witch Queen.
And of course, this is only one example.
It’s all about an artificial meta that limits what is good to minimize how much work, ergo how much manpower that has to be paid for is utilized in their red headed stepchild game at any given point even though D2 should absolutely be their golden child
