I watched a Houndish video on the subject. He’s always fairly levelheaded. His take is that it’s not a good sign.
I agree it does not look good.
It makes me very sad, that this situation has been allowed to fester with incompetence at the top of Bungie for so long.
I also think Sony is partly to blame. They’ve made a bad situation worse with either too many financial constraints, causing quality to go down and/or by not clearing all the dead wood out of the studio the moment they saw the ridiculous plans for EoF.
Either way the clear majority of the blame lies at Bungie’s upper management’s door and a certain classic car enthusiast in particular.

That's the "deathspiral effect" in action. Bungie sold their game to Sony's investment team on the back of optimistic promises and Sony was desperate to get their foot in the Live Service door in a meaningful way. Once Bungie proved they weren't capable of meeting their own projections (which were often based on weird fantasies about how people play the game), they start getting cutbacks and restructurings that contribute further to the problem. This continues until the studio can no longer function and the game(s) they operate are shut down/cancelled. We're just getting to see it happen in real time while Bungie continues to put cotton in their ears and fly out "influencers" to tell all us chaff why we should continue "throwing money at the screen."

Just because they make some braindead decisions doesn't mean all of their decisions are bad... Regardless, they have a loyal fanbase who will play whatever destiny content they put out (even if they make braindead decisions)
