You misunderstood the changes.
On a number of levels...
Let me explain per your concerns...

So... 50. You need 50 and it will operate exactly as it did pre-EoF.
Everything else is objectively a buff.
It procs the regen, no matter what... now.
You only need 100 if no enemies are near... and pre-EoF, what happened?

Can you explain it then? I just rechecked and they stated in PVE in the next update with 50 melee stat dodging near enemies will give in full charge, and that the first update after the Expansion launches that the energy for PVP will be the same

I'm a Hunter main, btw. Class is OP. Class is OP. CLASS (especially for Hunter) is OP. You wouldn't think tiny overshields make a major difference but it's more than that. It's the resist, and there's like a 1 sec carryover. It's the synergy... like on Prismatic or with Dragon's Shadow... or Speedloader's.
