Is the friend plasmaslug#3186? Wizards only spawn once each area has had at least one clear of Overthrow (lifetime), they haven't gotten any clears in The Blooming. Once they kill an Overthrow boss in the Blooming, the first wizard will spawn. After that repeat overthrow clear -> wizard in the other 2 areas without orbiting/leaving the instance and then do the orb dunking section.
