All other platform accounts, once linked, are linked permanently. Further, as Bungie entrusts players with the security and management regarding linking their accounts, we do not unlink any accounts on players' behalf. Thus, the Steam account in question will remain linked. Alternatively, if you are talking about a ban or restriction on your Bungie account, the way to submit an appeal request is via [url=https://help.bungie.net/hc/en-us/requests/new?ticket_form_id=360000654371]this form[/url]. However, please note there is no guarantee you will receive a response, especially if your ban or restriction will be upheld. Additionally, the forums cannot assist with ban/restriction appeals. Once you've submitted a request, you've done all you can, and will need to wait for a response. If several weeks pass with no reply, you can safely assume your ban or restriction will remain in place.
