Spire of the watcher bugged
I've accepted the quest "Ares Desperado" from Ikora at the Tower but when i go to Savathun's Throne world to launch the dungeon(Spire of the watcher) it tells me "Quest Progress required. See Ikora Rey at the Tower Bazaar." I'm currently of 1 of 2 steps for Ares Desperado which is telling me to complete the dungeon. I've tried returning to the tower to talk to Ikora but nothing changes. I've also tried abandoning the quest and picking it back up but no dice. I own The Witch Queen DLC so i should be able to access the dungeon.

It hasn't been confirmed as intentional, and has been passed onto the devs - https://www.bungie.net/en/Forums/Post/264759128 Looks like they may have applied a fix to prevent access, but it hasn't excluded the ability to pick up the quest to begin with.
