I think you have to turn off the option to not matchmake with PC players. (And this is known, but if you are on console and someone in your fireteam is on PC, you'll get matched with PC people)

You don’t understand how consoles work. Developer mode does not provide access to commercial games and does not allow you to cheat. You can’t access Xbox live with it nor can you access the Xbox memory. It’s a completely separate OS instance. So by all means explain how that allows cheaters. It operates in its own separate sandboxes os. The asking for proof part is a standard in questioning a claim someone makes. No need to throw a fit over it buddy.
