Bungie don't give dates for when things return. Items take a break (armor ornaments is usually an Episode) and the return during future rotations. It could return during Edge of Fate (first update), during the last update during Renegades, or later. Synesthesia is unlikely to be available again, there have been no announcements from them about making the Refer-A-Friend program items available to people that didn't do it.
