maybe he wanna using cheats and while he dl it he got hacked or what?

Shared Acc? has he bought this acc? Why no Steam 2 FA via phone? idk for norm no1 cant steal acc Actually, nobody can steal an account unless data is shared, or it is stolen by malware and this is obtained through illegal activities

there is only one option: If his Bungie account was linked to other platforms, remove them (so that he keeps his Bungie). (e.g xbox-ps-epic-++ he can log in via these and unlink) Contact Steam Support or - >> Steam live chat support <<- : they will then ask for account details, e.g. how many games he owns and which ones, when the last purchase was, how he made the purchase like Pp++, email details and much more (they also want screenshots as proof, for example if purchases were made via PP) and they ask if and when he had 2 FA active (even if the number is no longer active) questions like that. then the ACC will be blocked for verification and if he can prove that it is his, Steam will change the data and he will get it back. if he cant prove it (by that I mean none of the questions or evidence) then it wasnt his account either.
