It's definitely solid, I've never thought it was bad. It just doesn't do anything well enough to feel worth taking over other stronger or more useful options. Not enough damage for me to want to take it as a pure damage exotic, and not enough utility for me to want to take it as a utility exotic. It may be solid, but it gets beat in every area by existing options, so I feel like if I'm using it, it's just for the sake of using it, and not because it does anything particularly valuable for my builds compared to other things I could be running instead.
