Some destination vendors - notably: Ikora (tower), Exo Stranger (Europa), Finch (Throne World), Nimbus (Neomuna), and Xur (Eternity) - send notifications to players in the destination screen and on the aforementioned destinations as if they have engrams or items for you, but when you speak to them, they have nothing. This has been an ongoing issue for at least a year.
