Brother. One provides instant Overshields for you and up to five other players that you can carry around the map to dive on enemy players with, the other sits there and only does something if you are in proximity
People trying to say Specter is better than Bastion now, actually delusional. Might be worse than the people trying to argue Specter is better than peak Shatterdive

No. Am I saying it's close. Yes. You could make the argument it is better. I won't but you could. A clone that takes almost as much damage as a barricade, takes your aim assist, deals damage to players and pings the radar. You also get to use dodge as the get out of jail free card it is. Also what exotic do you want with it? Those make it better. It's highly unfair and people are actually trying to say it's not completely broken. That's delusional. Are you saying it's completely broken? Also I personally think it is more broken than Shatterdive but I also didn't come back until season of the splicer so i don't think I experienced peak Shatterdive

Yeah. Specter is definitely strong and a massively annoying ability, but it’s not where near as strong as Bastion. Tbh, Bungie should buff Bastion in PvE though. Give it a secondary effect that helps in PvE only. It has almost the same cooldown as Bubble…
