Cause the traveler always ran away. He also needed it to attack him so he could us it's energy to open the portal like we saw in lightfall.
On earth it was only possible because Savathun used humans to perform a ritual that tethered it to the last city. Th ritual was broken in witch queen but by then the traveler was surrounded and couldn't flee so it's only option was attack, which was what the witness needed.

I think the Traveler couldn't escape anywhere else, as you said, but the ray that fired at the Witness was just a desperate defense attempt, it was nothing more! It was nothing that the witness could use to open the portal.

Quite literally everything I've told you has either come directly from lore, in-game dialog, or cutscense. The reason the witness took so long for his plan was because the traveler always ran away, and the reason it happened in Sol system was because Savathun tricked humans durning the collapse to perform a ritual tethering it to earth so it couldn't run away. Then she cast a powerful illusion spell that tricked the witness into thinking the Traveler was destroyed. Which is why he return to dark space with his fleet and left behind Nezurecs ship which Savathun damaged. Later when the traveler awoke durning the red war, the witness became aware of Savathuns treachery and relaunched his attack, but again the traveler couldn't flee because Savathun tethered it. Durning the events of Witch Queen we did break the tethers, but by then the witness had surrounded it so it couldn't escape. However the witness also didn't have the veil, which he needed to access the traveler since Savathun stole it and hid it on Neptune. Once the witness re-aquired the veil he needed the traveler to attack him so he could reverse the energy flow and use it to open the portal to its heart. You asked a question, I answered, and you keep trying to dispute the facts. Maybe look up ByF and rewatch everything from Witch Queen to present since you clearly either didn't pay attention or didn't play any of the content.
