No, the point of the pay wall is because of cheaters.
If a cheater gets banned they have to spend more money to play which deters a decent amount of players.

What? I dont cheat, sorry. I was explaining that the pay wall exists to help stop cheating given someone who gets banned has to spend $50 just to play it again, that amount adds up very fast if you get banned multiple time.

Thats quite literally untrue. On PC there are people who have infinite heavy and supers, wall hacks, grenades and melees replaced as supers and infinite health. Console has Xim/Chronus users which allows the complete removal of recoil as well as macro usage for crouching. (Using these devices is now considered cheating by bungie and is a bannable offense).
