The game tells me I own the Final Shape + Annual Pass DLC when I look at the timeline of expansions in game. It tells me I own the DLC when I check it out in my steam library, and it tells me I own it on the store page. I ran the first, free mission multiple times, both on normal and on legendary. Yet I physically cannot progress past the first mission. When talking to Ghost in the pale heart, His quest tells me I require final shape. When I click it, it guides me to the steam store, to the 100$ package, which is showing me I own it. EDIT: I also verified the game files multiple times and restarted both steam and my computer. Doesn't help.
