Disable Safety Routines triumph bugged?
I'm trying to help my buddy get this triumph done. We did it and it's says the modifiers are on but loadouts are not locked and it's not any harder. We loaded in a second time to double check that we did it on Legend and we got the same results, nothing was locked.

On your Hunter, you recently completed a normal run, followed by starting a legend run that was quickly abandoned. Your first run looks like it was set to the incorrect difficulty level, but it was set to the correct one when you went in to check the modifiers.
