Whether you stack them or not is a personal choice. Most players who stack don’t need the rewards from the bounties, so if they are wiped it’s not a big deal.
Unlocking the artefact quickly though to be able to use the mods is a big deal, especially when time is limited.

Yes and time should be limited for everyone not everyone who didn’t stack. No argument is going to make me suddenly support bounty hoarding and acting like the game is a competition against each other instead of seeing us as a team against the Witness. If you want to limit time truly limit time not just limit those who don’t stack on unlocks. Although if the episode drops after the raid date we may not even have an artifact to buff yet.

Bounties are ridiculously easy to complete and relatively quick so why not stack a few and stop complaining when when 90% of the player base does this to get ahead. There will probably be an artefact as Bungie love those good old champions soooo much. But as for true levelling everyone is at the mercy of rng.
