It wasn't designed to come back in its old strength, it came back more so as a movement-tech PVE thing. The old
pre-nerf MT and Revoker is why the Pinnacles were sunset in the first place, the only big culprits being MT, Revoker, and Recluse, if they came back there was no way Bungie would allow a non-exotic to be so strong as they had been.

Mountaintop with a damage perk procced should definitely be allowed to one shot. They even let lunas get its two tap potential back after you jump through some hoops to get there. I feel like harmony or like recom x3 should give it just barely enough to kill anything below tier 9 or something. I get it was designed to come back with movement tech in mind but i just find it insane that it even has a pvp tracker at this point with how awful the damage is
