The problem is 3 fold;
1. It applies slow stacks too slowly
2. It relies on shatter damage, which is pretty weak.
3. It's movement speed and tracking are poor so it spends half it's duration chasing targets.
Most of these problems are tied to pvp nerfs that bleed over into pve.

The only nerf S&S suffered was a radius reduction to the first thrown kama's freeze pulse which amounts to essentially nothing in PvE because of how the super works in the first place. The actual problem you're seeing is a bug with Durance not applying to the super anymore for some reason. It's a known bug that Bungie doesn't seem keen on commenting on and are dragging their feet in fixing in true Bungie fasion. Thanks for adding to my "PvP SA'd my sister and that's why I hate and blame it for everything" folder.

Bungie has buffed the speed, then nerfed the speed because of pvp. They buffed the DOT, then nerfed it because of pvp. It had strong tracking which got nerfed because of pvp. Then Bungie made it so movement abilities would let you escape slow fields including squal. Then to make up for all the nerfs, they gave it a fast cool down. Maybe read a twab from time to time?

It's still not fast, but it's only ever gotten faster. The storm was also changed to stick to bosses, something it didn't do before, which again, has nothing to do with PvP as no bosses exist there (yet, I'm sure Bungie is cooking some new lame Crucible mode called TotallyNotGambit as we speak). Of course, even "long" CD supers in PvE charge incredibly quickly because of the abundance of orbs, kills, damage, and builds designed to feed you as much Super as possible, but sure, frame this as a result of imaginary "nerfs" if you want to make yourself feel justified in your blind hatred. Yeah, Bungie doing nerfs across the board instead of just adjusting in PvP pisses me off all the time. We saw it with YAS, Weavewalk, and a bunch of others. Bungie is trying to force a gun focused meta on us, yet they don't buff much and everything just feels so weak.
