Useless?
Beyond incorrect.
Great for PvP? No. But neither is the new Arc staff super.

For PvP, yes. In PvE it's incredibly strong, and with the right setup you can get it back literally every minute. Last weeks GM I popped 10 tethers in the first room, several times. It's great for Ad control and orb creation.
