If you do not own the Season of the Deep (22), you will need to purchase the Lightfall Annual Pass or Lightfall Annual Pass Upgrade. This will unlock seasons 20 through 24, allowing you to progress the Season of the Deep questline and access fishing.

If you did not play at all during Season of the Deep, you would not be ablet to get anything beyond the rank 1 season pass rewards (paid and unpaid). If you did play during Season of the Deep, then the paid season pass rewards would become available to you up to the season rank you reached last season. You can access the previous season pass rewards using the Destiny 2 Companion App.
