FBMM replaced the freelance node but it is on top of SBMM - just like control
So the norm is fbmm.
If the game game can't satisfy the team MM, then it opens up to sbmm to balance whatever team compositions are available, gradually widening the skill delta as needed.
This is definitely a logical attempt to satisfy the requirements when the fbmm can't do it. So it's not sbmm on top of fbmm, but it's fbmm that opens to sbmm ONLY when the other requirements can not be met or satisfied.

No, it’s both working at the same time. It looks for fireteams of similar composition and skill delta first. If they can’t find similar skill it widens to similar composition with less emphasis on skill. Essentially it’s SBMM but tries to keep fireteams only fighting other fireteams as much as possible and solos mostly fighting other solos or small teams, with the obvious necessary exceptions (ex. A 5-man team has to have a solo paired with them). If you’re solo, odds are that you fight mostly other solos in your skill bracket
