If they launched the game on Steam and got past the title screen before activating cross-save, the passes would've been applied to their Steam characters (even if none existed)
That is indeed what happened. He got to the character screen and realized he had to link the accounts to get his characters. He never created any characters and stopped at the character screen. How do we correct this issue?

Make sure they provide as much details as possible. If that doesn't work then theres only really 2 options for them:
Deactivate cross-save and they start over using their Steam account and make new characters
They purchase the dungeon key and seasons on D2 either individually using silver (they'll miss season 20) or via the upgrade edition if possible but I'm not too sure how they'd manage to purchase the annual pass upgrade if its already been applied to their account
We saw that form yesterday and hadn't tried it yet due to the instructions stating "This contact form is NOT intended for:
1. Assistance with DLC purchases or downloads. This includes Beyond Light, Shadowkeep, Forsaken, and others.
2. Quests, items, and game content troubleshooting for Seasonal or DLC content.
3. Current and Previous Season Pass reward track issues."
We will go ahead and give this for a try. I really appreciate the help! Feels pretty crappy to blow $100 on a gift for a friend an not have it work.
