"From Zero.." quest
The steps in the "From Zero" quest were completed and the fusion rifle was received.
However when i try to access the terminal overload events it tells me I need the vendor unlock. One of the vendor bounties is still showing as I need to complete the "From zero" quest.
Any advice on what I'm missing or how to fix would be appreciated.

What you can unlock is a direct launch option to take you right to it, this is a rank-up reward on Nimbus' reputation tracks. But if you do not have this, you can just use a normal landing zone and ride to the location on your Sparrow.
