I’m not surprised. Shadowkeep was also filler. Bungie has a record for these things.

Witch queen was always the games plan, savathun has been here since the start. Wasn't filler, filler is padding to stretch a series out for no reason other than to make money Rise of iron was filler, a random iron lord story that no one ever referenced again, even Saladin. Shadowkeep was filler, killing nightmares on the moon for no reason, never mentioned before. Lightfall is filler, cloudstriders lol.
