Perks don’t matter. You just need to acquire five of the red border/deepsight weapons to unlock the pattern. Once you do you craft it, level it up, and by around level 16-17 you’ll be able to freely pick whatever perk options you want for you weapon.

Pretty much. When you first craft a weapon you’ll only have a few options for barrels/magazines/perks but the higher you level more become available. Eventually you’ll be able to choose your own Masterwork and then choose enhanced versions of the perks you want, although those cost Ascendent Alloys which can be a bit of a pain to get. By level 16-17 though you should have all choices unlocked for crafting.
