Nerfs, Buffs, Reworks, etc. Is Bungie out of touch?

with the recent TWAB bungie has shown us that they mainly use usage rates as prime factor in their balancing changes. This has been shown to backfire on them in the past and it has failed other game devs as well. The core reason why this kind of balancing is a very poor method of doing such is that it often neglects the reasoning as to why these given weapons are in their positions. Often the weapons with high usage rates are often a result of the needs of the encounters one faces in end game content (mainly raids). If you look at design choices of the raids you will see a frequent pattern. Groups of players do XYZ mechanics then when the mechanics are completed everyone goes to an area to group up and deal damage. You see this with Kali, Shuro Chi (to a lesser extent but still there), Morgeth, Golgaroth (again to a lesser extent), Templar, Atheon, Taniks, Oryx, Daughters, Warpriest, Consecrated Mind, Sanctified mind, and Caretaker (yet again a lesser extent). 12/15 or so bosses have this pattern or something similar to it in their design [b]12!![/b] and honestly I bet we as a player base are tired of it. We need more encounters like Riven, Atraks, and Rhulk. Also that D.A.R.C.I. "buff" is laughable. So what is y'all's takes on this??
