My bad, thought you were talking about step 3 of the seasonal story. I am realizing now, you might be talking about step 3 of the community event to rebuild the Eliksni crew quarters. There is literally nothing to do. You just land at the crew quarters, run around and leave. I believe step 3 doesn’t change/update to step 4 until the community reaches the next donation goal. I would guess at that time you will have to go back to the crew quarters and see a slightly updated space.
