Because overload doesn't stack with unstoppable, if a weapon already has an inheritant trade of stunning a champ its not going to stack
We tried this out back in shadowkeep with eriana's. We wanted it to break shields and kill unstoppables. Let's just say we died to the unstoppable a lot with the mod equipped and I think this is by design to not let one weapon be the end all be all for a season

I think I was confused with leviathans breathe Altho I think you need to reach a certain amount of rpm and sustained fire to activate the overload perk, with the delay I think it's very tough to do so with Xeno
