The game is much more invested in build crafting. The enclave is not good for testing out mods. The tribute hall had ads, bosses, etc that could let you test out mods like boss, spec, HEF, charged mods etc. You could even generate orbs by casting supers and see the orb generation etc. I'd spend a lot time there with gear to see what worked best for me and help organize my load outs and guns. The enclave range is pretty crap to test out weapon's real capabilities. You cant cast supers in there either and you cant go in as a fire team to see what works in a group setting. - The game is also pretty crap for new lights. If they want new lights and new player base they need to have a much better experience for them to learn the lore and learn about weapons and enemy types which was all in the tribute hall.
