My guess is because it'd probably break the game. If it could cause scorch and ignitions that chain off of any kill with it, there would be very little incentive to run any other exotic or legendary primary really.

Yes, it works wonders with Hunter Hand cannon Exotics, but I wish it had scorch or did something with the Solar 3.0

I agree. Also, Ticcu's Divination should have Incandescent, or Scorch or even better, Ignite. Edit: They should also be giving those solar perks to many Exotics or exotic Catalysts, like Erian's Vow hand cannon, Tommy's Matchbook Solar AR, Eyes of Tomorrow Rocket Launcher, Lament sword, Parasite grenade launcher, Sleeper Simulant, Whisper of the Worm and Heir Apparent too. It really seems to me Bungle has just done a half -blam!- job on this season, minimal work for maximum money.
