Yes. The radius is of the effect is good though. Although it states weekening effect, it's more of a combination of suppression and weakening, because low tier enemies won't fight back as long as the effect of Felwinter's Helm lasts on them. You can make it work easily on all subclasses. Stasis might be difficult with melee kills, but finishing enemies works all the time and also increases the radius.
