Yeah, the claim was completed. History shows I have received the reward, the DIM app shows the vendor having the reward to be claimed, but when you go to the vendor the items are not displayed. So, it is not an issue where the rewards are not there, they are there according to the app, it is a problem that they are not displayed to be selected. The app could not pull the information if the data was not there, I think this might be related to the unlink and relink to make them appear in the game. I did that as well, multiple times, but I still cannot see to select the items from the vendor. Also, the vendor icon on the map indicates that there is something to do with that vendor, just like it does with the postmaster when you have items to claim.
